I brought 2 of the stamps from two different stores and both were dry as

The stamp is so dang handy. It doesn't always appear perfectly, but I like to use the stamp to get the shape right on each side... Then switch to the pen to fill in the gaps. 4 stars because it can rub off easily, but is fine if you don't touch your face too often
